I thank Graziella Galea for some of the explanations she gave (September 20) but, at the same time, I must point out where I do not agree with her.

Firstly, about age and experience it is not for me to dictate although I cannot see any enterprise employing a CEO without experience.

Regarding littering, I have not seen any enforcement being carried out, be it with dog owners, litter-bugs, placing garbage next to other people's houses or on certain corners, restaurants not having their own skip and again placing heavy garbage away from their business. Like many others I have made detailed reports to the council, yet these contraventions are occurring on a daily basis.

Referring to Green wardens, notwithstanding specific complaints, the presumed culprit is, to date, still doing as he pleases.

Is there a system by which a warden reports back on the action taken in order to see if there has been any improvement? Is it always the same warden who is sent to a particular area? To make a comparison, when Mepa objected to excessive street furniture it went back there two or three other times.

To me it is obvious that certain wardens, be they green, black, blue or red, leave a lot to be desired when it comes to carrying out their duties. Is it a matter of incompetence or what?

During the summer months, the extensive area of St Paul's Bay becomes littered especially with dog droppings. I welcome action near ATMs for bits of paper and cigarette ends but the priority should be on dog pooh. Unfortunately, dog owners are above the law. The police seem to be afraid or even terrified of them.

How many fines have been imposed on those that take out their garbage bag, put it next to third parties and, above all ,do so just minutes after the Scammel would have passed through that street?

I had also written on traffic management and parking. On many occasions I offered my services both verbally and in writing. To date no one invited me to discuss my ideas at high level where action could be not only promised but actually implemented. Who cares?

My last comment. By next summer Ms Galea would have been in office for more than a year. She would have had ample time to take any action as required. If she does not find cooperation from the authorities she should say so publicly. Local councils are successful not only through the hard work of the mayor and the councillors but even more so through the full backing and support of the respective authorities. The people insist that action be taken without fear or favour.
