I accept that maths is not my forte, so perhaps someone could help me out.

The Times has reported that the problem with the power generators was that while there was a surge of 11.5MW over the maximum available it was also more than twice the 5MW kept in reserve. One answer suggested is to increase the reserve to 10MW. Now here is my problem: If the reserve is increased to 10MW and another surge of 11.5MW occurs, isn't that more than the new reserve and, therefore, another blackout will occur, or am I missing something?
