For some years, the ADT has had the equipment to test road surfaces to ensure that they were constructed to the contracted requirements. It must be a managerial shortcoming if test procedures have not been rigorously followed, until, the possible 'red herring' laid down to make us believe that a total of 2,100 metres of the St Paul's Bay bypass will have to be reworked.

The previous minister, Jesmond Mugliett had stated that our entire road system would be revamped by 2013. We would seem to have already lost this year as far as the scheduled works are concerned:

Marsascala bypass is still waiting for a decent surface. No new road down at the gas tanks roundabout to Manoel Island. No new road junction at this same roundabout to help feed traffic onto and off Sliema Road. No new bypass round Manikata to alleviate expected traffic chaos when Mistra Heights finally come on stream, and, of course, Route 1 still waits for a decent surface all the way from Ħal Far to the ferry beyond Marfa.
