Sky News is showing footage of countries in Europe installing traffic signs to ensure that their motorists drive slower so as to save on fuel. This in view of fears of fuel shortages due to the troubles in North Africa.

Locally, in the pre-Budget document, suggestions were made to remove speed cameras, so as to lead to less fuel consumption, thereby implying that faster driving leads to lower fuel usage.

Can anyone explain who is right?
