Can anyone from Transport Malta please explain the following?

If I wish to import a 2.0 litre diesel engined VW Passat, first registered in the UK in May 2009, which has a CO2 rating of 128 g/km and has a Malta system calculated registration value of €7,679, I will have to pay €3,530 in registration tax .

But if I wish to import a 2.0 litre diesel engined BMW 320d first registered in the UK also in May 2009, which also has a CO2 rating of 128 g/km and has a Malta system calculated registration value of a whopping €10,751, I will have to pay €3,526 in registration tax.

So two very similar cars but the BMW is obviously worth a lot more money and yet it’s cheaper to import into Malta. Can somebody please give a clear explanation?

Is it possible the programmer who wrote the system make a few calculation errors? Have Maltese people who have imported VWs been fleeced for the past few years?
