Certain Monti hawkers were quick to voice their concerns about the proposed reforms but then, conveniently, did not mention all the issues involved.

I call on the VAT Department and the Department of Commerce to ensure that a cash register appears on each and every stall since many hawkers do not make use of a cash register and, as a consequence, do not give receipts to customers.

Since the Parliamentary Secretariat for Small Business and Land (White Paper, July 2011) has published a list of objectives for open-air markets, allow me to recommend to Parliamentary Secretary Jason Azzopardi that those hawkers caught either without a cash register on their stall or, worse still, not making use of it have their market hawker licence revoked. Any such abuses should no longer be tolerated.
