All electricity meters in Malta should be replaced by smart meters by mid-2013, following which they should be commissioned and then progressively more bills would be issued on the basis of the meters’ automatic readings.

Laying out the current, second and third phases of the project in answer to a parliamentary question by Labour MP Leo Brincat, Finance Minister Tonio Fenech said the intention was for ARMS Ltd to start switching over to actual bills progressively as the meters were commissioned. A “substantial” number of account holders in Mdina, Manikata and Żurrieq were already receiving such bills. Plans were in hand for two other localities in Malta and one in Gozo to be added to the system.
