May I point out to the competent authorities, not least the Valletta local council, the urgent need to enact by-laws that would oblige horse-cabs circulating Valletta to be equipped with manure-collecting bags, that would spare our roads from endless faeces and stink not fit for a capital city. This practice has long been in force in respectable cities such as Vienna, whereas in Prague, the horse-cab driver cleans up each time his horse dumps.
I see no reason why these laws are not in place in Valletta. Manure-collecting bags come in various forms and are usually suspended between the horse and the cab, causing no irritation or harm to the animal.
