The platform of European social non-governmental organisations (the Social Platform) is the alliance of representative European federations and networks of NGOs active in the social sectors.

The Social Platform has devised 12 'tests' for the Dutch Presidency, and according to the concrete demands under each test, will evaluate the presidency's record in each area at the end of its term in December.

These tests will be evaluated against a number of indicators as outlined in the full text of the document.

Test 1: Has the Dutch Presidency helped establish the foundation of a reinforced Lisbon strategy by placing sufficient emphasis on social goals, and enabling open debate about the future of the strategy?

Test 2: Has the Dutch Presidency laid the ground for a strong social policy agenda after 2005?

Test 3: Has the Dutch Presidency raised the profile of the social inclusion process?

Test 4: Has the Dutch Presidency ensured sufficient consideration of the situation and requirements of social services of general interest in relation to EU proposals on services?

Test 5: Has the Dutch Presidency moved towards the implementation of an EU Framework on CSR?

Test 6: Has the Dutch Presidency taken the lead in developing an ambitious EU human rights policy?

Test 7: Has the Dutch Presidency actively promoted the fight against all forms of discrimination and a society based on equality for all?

Test 8: Has the Dutch Presidency taken the lead in the promotion of equality between women and men in all areas of life?

Test 9: Has the Dutch Presidency shown political leadership in taking the EU towards a new EU agenda on immigration and integration which respects fundamental rights and gives sufficient importance to furthering the integration of migrants?

Test 10: Has the Dutch Presidency displayed balanced leadership in promoting a view of an EU based on solidarity and social cohesion, in relation to the financial perspectives and future cohesion policy?

Test 11: Has the Dutch Presidency played an active role to ensure smooth progression of accession negotiations which involve civil society?

Test 12: Has the Dutch Presidency respected the principle of good governance, promoted gender parity and guaranteed the participation of civil society?
