A number of studies, including a topographical survey and geotechnical investigations, have already started with regard to the call for expressions of interest and capability of energy supply to Enemalta.

At the same time the project description statement is being concluded for submission to the planning authority. As soon as the statement is submitted, the necessary environmental studies will get under way. Meanwhile, other studies are being undertaken with the port authorities.

Answering Tonio Fenech (PN) in Parliament, Energy Minister Konrad Mizzi said that on the basis of their expertise in various sectors a number of consultants had been engaged to lead the studies.

A special purpose company had been set up which, with a law firm, would be responsible for ascertaining the process would be carried out in conformity with applicable rules, legislation and directives.

Dr Mizzi said the bidders proceeding to the next stage of the project would be selected on the basis of objective criteria.

Any bidder feeling aggrieved by the selection decision would have the right of recourse to an independent, impartial court.

The redress procedure was still being designed. Dr Mizzi also sought to correct the impression given by Nationalist MP George Pullicino that a contractor would be selected to construct a new power station.

He said Enemalta would be entering a power purchase agreement and a gas supply agreement.

The deadline for submission of the expressions of interest sought by the Government was May 10.

A month later, a request for proposals would be sent to candidates progressing to the subsequent stage, for receipt by Enemalta by July 31.

This would be followed by evaluation of proposals and adjudication on October 1.
