Update 11.53am - Adds KPND chairman comments

It's all very well paving roads and pavements to ensure disability access, but why bother if hawkers are allowed to set up shop where they please?  

A Times of Malta reader living in Gozo took this photo on Saturday morning while walking by the main taxi rank in Victoria.

"After months rebuilding the pavement and putting in a dropped kerb for pushchairs and wheelchair users, they allow a market stall on it!" the reader exclaimed. 

National Commission for Disabled Persons chairman Oliver Scicluna said that under existing laws, blocking disabled access could land you a €23 fine but is not technically illegal. 

But that is set to change soon, he noted, with new laws in the pipeline

Mr Scicluna said that in the case of the street hawker, common sense should have prevailed.

"I would expect any warden or police officer who saw something like this to tell them to move immediately,” he said. 

Locals might enjoy chewing on a piece of Nougat as they take a weekend stroll, but it's safe to say this vendor's choice of stall location left less mobile pedestrians in a sticky situation.
