The Head of the Civil Service is not investigating whether the Prime Minister’s Special Envoy Joe Grima is in breach of the code of ethics with his regular rants on current political affairs.

Mario Cutajar said today that while these matters should be probed, and not only in Mr Grima’s case, he was not investigating the man appointed as the Prime Minister's speical envoy to the World Tourism Organisation.

“I am Cabinet secretary,” he said.

Apart from Cabinet Secretary, Prime Minister Joseph Muscat had also appointed Mr Cutajar Principal Permanent Secretary responsible for the civil service.

In a statement, the Nationalist Party said Dr Muscat could not continue to evade his responsibility as Prime Minister by continuing to defend Joe Grima.

Mr Grima, it said, was paid by the people and should follow the code of ethics.

In his latest rant, Thursday, Mr Grima described former president and prime minister Eddie Fenech Adami as the biggest embarrassment to have ever walked in and out of the Maltese parliament.

Recently, he also criticised President Marie-Louise Coleiro Preca for promoting migrants' integration.

His contract stipulates “the special envoy may not, at any time, express views which run counter to government policy. Serious breaches of this nature may result in immediate termination of [the] employment agreement”.
