An NGO working in the disability field has expressed concern over the political discourse surrounding the issue of disability as Malta heads towards the general election.

“Political action, not talk is what truly matters. The three parties should respond to our demands for physical and informational accessibility, inclusive education and health, and independent living with commitments written on paper,” the NGO Breaking Limits said.

While positive changes were registered in the disability field in the past two decades, many minorities continue to face the stark reality of oppression.

The group, which works for the inclusion of disabled people in Malta, made reference to a speech by Prime Minister Lawrence Gonzi where he depicted a scenario of genuine inclusion in Malta.

“Having a policy or two or even ratifying the UN Convention on the Rights of Persons with Disabilities, does not mean that policies are implemented, enforced, or that rights are respected,” the NGO said.

Physical accessibility remained abysmal and public transport was still inaccessible to many disabled people. Information, particularly in the Maltese language, was limited and inaccessible, impacting the ability to make informed decisions.

Despite the rhetorical political overload on formal education, most disabled people, especially those with learning difficulties, did not progress beyond secondary level. Education also failed to challenge the negative stereotypes of disabled people, the NGO said.

“Disabled people continue to be marginalised, discriminated against and excluded from most aspects of life, with severe impacts on their quality of life.”

Genuine empowerment implied that disabled people should make their own choices and be involved in all decisions affecting their lives.

“We call for effective channels for the voices of disabled people to be heard.”
