The stray cats at Argotti Gardens in Floriana are fed regularly by kind-hearted people and tourists.

Within the gardens is the University of Malta Herbarium managed by a man who is always harassing people who feed these poor cats. He even reported a lady to the police for feeding them.

Can you or can't you feed stray cats in public places? If not, why are there no notices regarding this? If it is allowed, then who is this man who made part of a public garden his?
