In 2011, the Maltese public transport system saw one of its biggest reforms to date, when Arriva took over. The bendy buses were among the new things introduced, and were somewhat controversial.
The idea of being able to carry more people on the same vehicle makes practical and economic sense, and having experienced public transport abroad I cannot understand why double-decker buses, which are so common in the UK and Ireland, were never introduced here.
Double-decker buses can take many more passengers, yet take the same road space as a normal bus, and thus do not experience the problems encountered by bendy buses.
Such a development may help address the problem of buses not keeping up with demand without dramatically increasing costs.
