A proposed spa resort at a disused explosives factory on Dingli Cliffs would have a “major negative” ecological impact because of the location within a Natura 2000 site, an environmental impact assessment concluded.

Potential encroachment outside the development area during construction and the subsequent trampling by vehicles and visitors once the resort is operational would also leave a negative effect, it noted.

The findings of the comprehensive study were published as part of a month-long public consultation being carried out by the Environment Resources Authority. Spread over a footprint of 6,275 square metres, the site is outside the development zone and within a Natura 2000 site and a special area of conservation.

La Toc Hotels Ltd is seeking to demolish the abandoned factory and build an eco-spa and resort accommodating 68 guests. The facility, which in some parts will be two storeys high, would consist of 34 double bedrooms and ancillary facilities such as a pool area, a restaurant, a gym and an underground parking for 64 cars.

While the developer is contending that the project will have minimal environment impacts and that noise and light pollution would be mitigated as much as possible during and after construction, the proposal has nonetheless prompted objections from NGOs, which believe the site should be restored to its original state.

The ERA is also objecting on grounds that such development would be “incompatible with the overarching priority to effectively conserve the natural, ecological and scientific importance of this area, including its protected species and overall natural state and high landscape sensitivity of the area”.
