There are a few questions the Environment Minister and his experts can perhaps answer.

I live in a block of eight flats (the minister knows the place very well because we are neighbours of his late grandfather). The occupants are all law-abiding and we never take out our garbage bags before the stipulated times. It has been noted that people who take their dog for the morning stroll deposit garbage bags where the occupants of the flats place their own later, at about 6pm. Now, what happens when fines start being imposed? Who gets fined?

Fines are also mentioned in the case of organic waste. Who is fined if the dog owner leaves outside our flats an organic waste bag that does not contain the correct items?

Bar-coding was mentioned. Will families be supplied with bar-coded bags so the authorities will know to whom the bag was issued? Will this lead to another ‘authority’ being set up with a CEO in the €50,000-salary scale?

I know the minister means well because he is a kind man but I think he has been given a ministry that is too heavy for him. Why not change places with Owen Bonnici? The country would, I think, benefit from the shift.
