How many concrete mixers blocking streets, pumping concrete and non-stop diesel fumes for hours are allowed?

How many permits issued for building sites within 200 metres?

How much dust and aggravation? How many would-be garages sporting ‘No parking’ and ‘Tow zone’ posters, which are actually flats and stores, and abused as reserved parking by their owners?
