Is it true that all substantial direct orders must be scrutinised by the Finance Minister?

I wonder whether the Finance Minister now knows that financial services regulation has been taken away from his nest and transferred to the Prime Minister’s portfolio. This, to many, may mean Keith Schembri will forthwith be the chap in charge of overseeing the financial sector.

A good move indeed by the Prime Minister. But where does Edward Scicluna stand? Is he able to resist such a humiliation?
