Sitting in his comfortable office somewhere is the expert of something who designed the mosquito-breeding pond at the end of No. 1 dock in Cospicua, next to the Jordanian-funded American University of Malta.

Would all readers please proceed quietly when passing by, maybe on their way to the other disaster known as SmartCity.  On a recent visit there, the plants were dying, the paving stones crumbling, the solar powered-lights were rusting and the panels missing and the water looked awful. Perhaps the new owners bought it for the view.
