These are the leading headlines in local newspapers on Tuesday April 24. 

Times of Malta leads with news that 50 Azeri firms used accounts at Pilatus Bank to move millions across Europe, in a revelation emanating from the Daphne Project collaboration. 

In a second story, the newspaper reports that a new Child Protection Billl is expected in parliament before the summer recess. 

The Malta Independent reports that the chairman of the committee which picked Valletta to be a European Capital of Culture is boycotting Valletta 2018.

L-Orizzont trumpets Malta's budget surplus results, highlighting the fact that the country has the highest positive rate across the EU and quoting Finance Minister Edward Scicluna, who said the result augurs well for the future. 

In-Nazzjon looks south, to Libya, where authorities are reportedly beginning to crack down on fuel smuggling rings which, the paper says, are based in Malta.
