The following are the top stories in the Maltese newspapers on Monday.

Times of Malta reports that the police are finding it difficult to prosecute people  who are using new synthetic drugs, as they have not yet been regulated by law.

The newspaper also quotes Environment Minister Jose' Herrera saying that holding another referendum on spring hunting would be unreasonable. 

The Malta Independent quotes Health Minister Chris Fearne saying that the 55 million euro given to Vitals were recurrent costs of hospitals, and would have been used anyway. 

In-Nazzjon leads with the announcement by Adrian Delia that the Electoral Commission would be taken to court for denying the PN information on the electoral register. It also says Castille wants to reinstate Mark Cutajar as head of Sport Malta. 

l-orizzont says a couple found dead at an Mġarr ix-Xini boathouse on Saturday had been in bed. They died of a suspected gas leak. The newspaper also gives prominence to a declaration by the prime minister that the government is taking waste management seriously.
