The vast majority of traffic penalty points given since measures came into law on December 1 were for speeding. But the new system was also having a deterrent effect on the use of mobile phones and failing to wear a seat belt.

Local Enforcement System Agency director of operations Elizabeth Vassallo said the system was actually working well, in spite of complaints about the bureaucracy involved when the vehicle was not being driven by the registered owner.
