The St Julian's council is furious that permits were given for works to be carried out at a building site between 11pm and 3am.

But the Building Regulations Office says that the road - Birkirkara Road - is a major artery because of works on the Kappara Junction, something frustrated commuters would surely acknowledge.

In an ideal world, there would be no disruption when projects are underway, but in reality, this is simply not possible.

Which is better of the two evils: disturbing the neighbours during the night or angering motorists during the day?
