Why should the government and the Opposition agree to introduce a property tax?

First of all so it will be the chief source of revenue for all local councils to finance the many projects that need to be carried out in every town and village, especially roads and pavements. And, most importantly, so that, once they feel the pinch, owners of unused properties will start renting or selling the derelict houses that remain vacant for years on end.

Property taxes, which in some countries are called ‘rates’, have been in existence for thousands of years. They are detested by everyone but are an essential revenue for the improvement, upkeep and services in every town and village.

Malta is one of a few countries that have still not introduced this unpopular tax but will it ever be given the go ahead by both sides in Parliament?
