The Tal-Qroqq tunnels would offer very limited protection to commuters in case of a fire, with no fire doors to stop smoke from pouring into the emergency exit – and poor maintenance meaning the stairwell would be in virtual darkness.

Aldo Busuttil, the director of health and safety company AME, pointed out some of the shortcomings, noting that even though there is a passageway linking the two carriageways, it would not be enough in the case of a major incident.
