Motorists and commuters could only look on in disbelief as a mechanical shovel was dangerously lowered from a building site to a truck in one of Malta's busiest roads.

The incident happened around 10.20am in Rue D'Argens, Gżira when workers were seen trying to shift the mechanical shovel from a building site to the truck. At one point a workman, wearing no protective gear, is seen hopping on to the truck to adjust the mechanical shovel. 

Motorists said there were no enforcement officers on site and to add insult to injury a police car was seen driving past without stopping to provide assistance. A workman was seen attempting to divert traffic but at least two cars were seen driving past the dangerous manoeuvre.

Occupational Health and Safety Authority CEO Mark Gauci told Times of Malta that OHSA officers were immediately dispatched to the site and that police had also been sent a copy of the video. 

In another recent incident which portrays Malta's endemic problem of enforcement, a man is seen dangerously climbing a ladder extended from a high-up crane, supported by another workman.

In the picture shot in Triq il-Qaliet, both men are seen not wearing any protective gear.

Throughout the next weeks, Times of Malta will be highlighting what appears to be the lax enforcement across the island.
