The Planning  Authority is proposing to add two new categories to the Development Notification Order to cover development related to the Corradino Correctional Facility (CCF) and by the Malta Police Force.

DNO applications can be filed for proposed development which does not have an adverse impact on neighbouring residences.

There are currently 19 category classes of permitted development including internal alterations and roof structures. When a DNO is filed, the public is not notified of the proposed works and the PA has to reply to a notification within 30 days of its submission.

The addition would give leeway to the director of the CCF to carry out development works on land which is already assigned to the prison. If a proposed development is located on a protected area or within a scheduled property, prior clearance from the Superintendent of Cultural Heritage the Environment and Resources Authority would be required.

A proposed development must also be recommended by the Home Affairs minister. The same would apply for development on land under the operational control of the police.
