Little is known about this property which is located in Vittoriosa, in Triq San Ġorġ corner with Triq Wenzu Dyer prior to 1786 when part of it was bequeathed to the adjacent church. Stylistically, the property appears to date to the 17th century, however it most likely replaced or incorporated other older structures.

The palazzo has a long and varied history serving as a residence for a number of distinguished individuals and families including Marchesa Elizabetta Dorell, St Emilie de Vialar and the first Maltese cardinal Fabrizio Sceberras Testaferrata who is said to have been born in this house. Two plaques commemorate the cardinal and St de Vialar as having livind in this property. The palazzo served as a British military hospital in the second half of the 19th century.

St Ġorġ Preca also made use of the property as one of the seats for the Society of Christian Doctrine in the inter war years. The property was split into tenements just before the World War II and was somewhat damaged during the war, following which it remained disused for a long period.

MEPA scheduled Palazzo Bettina as a Grade 2 national monument as per government notice 22 dated January 10.
