On the road between Attard and Rabat, two or three wardens often park at the roadside and flag down passing traffic. Their chosen spot is on the left, about half way between the Ta'Qali turn-off and the Pit Stop garage and servicing station in the limits of Attard.

Their activities can cause traffic hold-ups stretching all the way back to the Pit Stop, and the unexpected flagging is a traffic hazard, as drivers are faced with the unexpected interference.

I would like to know by whose authority this action is taken. Is it a local council? If so which council? Is it the central office controlling wardens? Is it a police initiative? Or is it a personal initiative taken by individual wardens? Above all is it legal? I thought that wardens were supposed to be busy in townships.

I would hate to think it was a method of increasing revenue when it creates potential for a safety hazard in this way. Can someone kindly supply appropriate information, especially as to the legality of their activities?
