Thirty-one people against whom the police have filed charges over a scam at the VAT Department are expected to be formally charged separately in court on September 9, informed sources said.

The police filed the charges in the court registry on Tuesday.

Among the people allegedly involved in the scam are six VAT department employees, five go-betweens and 20 businessmen.

The Times said today that there are hardly any "big fish" among the 20 businessmen and most are self employed.
