Will someone please tell me when the United Nations is going to bring peace, political stability, secularism, good governance, law and order to Somalia?

Is it because Somalia is not an oil-producing country and so there cannot be another lucrative food for oil programme? Is this why Somalia has been left to its own devices for more than 20 years?
