Good morning, the following are the top stories in Malta's newspapers.

Times of Malta says refurbishment work at the former Air Malta offices in Luqa that will serve as temporary campus of the Institute for Tourism Studies is not covered by development permits.

The Malta Independent leads with evidence given on Monday in the compilation of evidence about the Luqa hit-and run which left a policeman fighting for his life. 

In-Nazzjon does the same, saying that the police officer survived only thanks to medical assistance given on the scene. 

L-orizzont also refers to the compilation of evidence on its front page, quoting Magistrate Joseph Mifsud saying policemen should not be treated as second class, and must be given up-to-date protective gear. In its top story, however, l-orizzont quotes a fireworks expert saying he hopes the truth will come out about the cause of Saturday's fatal fireworks factory explosion.
