I write in reference to the article regarding the implementation of a national drugs policy (December 29).
There are many reasons why there exists an acute drug abuse problem in Malta. The authorities have finally acknowledged that such a problem exists, and it is commendable that something is being done about it. One aspect that needs to be addressed is the condoning of the possession and use of drugs, in whatever limited quantities, for personal use. This should not be allowed! In the past, this so-called "personal use allowance of drugs" has found its way on the street, in much the same way that needles have been shared.
Adopting a "zero-tolerance" policy is the answer to bringing the prevalent and ever-increasing numbers of drug abuse incidents under control. Heavy penalties (prison-time and hefty fines) should be the prescribed punishment for those found guilty of trafficking and pushing, while users willing to "kick the habit" should undertake strictly-monitored rehabilitation programmes.
