I refer to the answer by the planning authority's Peter Gingell (February 23) to my query about the Commuters Parking Payment Scheme. I would like to ask him: How much money has been collected in this scheme since 1994? What exactly constitutes a developer such that he/she has to contribute to the CPPS? Why does the fee vary from one locality to another? (a parking space in a parking facility is still the same whether in Mosta, Hamrun, St Julians or wherever). What is the connection between the residents' parking scheme and developers contributions into the CPPS?

Pender Place was a temporary measure for two and a half years so Mr Gingell shouldn't blow his trumpet too much about that. We paid to use that car park. So if I contribute to a fund from which monies are used to construct a car park, should I eventually pay to use that car park? I think the money spent to construct a parking facility should eventually be recuperated from all the users over the long-term.

Because the truth is that since 1994 St Julians has been one of the highest contributors to the CPPS, and to this day not one single car park or large parking facility has been provided.

So really Mr Gingell, there was "no value for money" in this regard.
