A security guard who was refused an operating licence this morning filed a judicial protest against the Police Commissioner and the Home Affairs Minister.

Isac Chanda said he was issued with a licence to operate as a private security guard after meeting the requirements established by law in 2005. His licence was renewed annually until this year.

In a letter dated August 11, the Police Commissioner informed Mr Chanda that his request for his licence to be renewed could not be accepted in the public interest.

In a letter dated August 28, Mr Chanda made written submissions to the Home Affairs Minister explaining why he was contesting the Commissioner’s decision.

In a letter dated August 31, the minister informed Mr Chanda that he had received his letter and that his submissions were being considered.

However, he had not yet received any reply and his licence had not been renewed. As a result, he had lost many jobs and asked the court to find the minister and the commissioner liable for damages.
