NATO Secretary-General Jaap de Hoop Scheffer said farewell talks with Russian President Vladimir Putin were positive but yielded no major breakthroughs on the two sides' disputes.

"The talks were in a positive spirit," de Hoop Scheffer told a news conference after some 90 minutes of discussions in Bucharest. He added: "I cannot report that this morning we saw stunning breakthroughs."
