The Local Councils Association has proposed the setting up of five-man commission to implement proposals associated with sustainable localities included in the upcoming budget.

The commission, which would include two representatives from the association, must have a budget of not less than €3 million in its first year of operation, apart from a small office and a minimum of eight staff members.

In its pre-budget proposals the association also said that the ownership of public recreation areas should be transferred to local councils at no cost so that they would be able to invest in these properties.

Moreover, the upkeep of urban areas should be carried out by local councils rather than central government.

"Today local councils have gained experience in such work and should be entrusted with this responsibility."
