The following are the top stories in the Maltese and overseas press:

The Times reports how Arriva yesterday apologised for the quality of its service, but said delays will continue. It also reports that former minister Louis Deguara will vote against divorce and not stand for re-election.

The Malta Independent says no show drivers will not be working for Arriva. In a second story it reports that Jeffrey Pullicino Orlando and Evarist Bartolo have insisted that the no-fault concept will stay in divorce legislation.   

l-orizzont says Arriva is importing British drivers until it trains more Maltese.  It also reports that the GWU has declared an industrial dispute with Air Malta.

In-Nazzjon carries a supplement to mark the centenary since the birth of George Borg Olivier .

The overseas press

At a Nato-Russia council meeting in Sochi, Russian President Dmitry Medvedev has stressed that Russia and NATO were in agreement on most issues regarding the future of Libya. Pravda quotes Medvedev telling a news conference after the talks that everybody wanted the country to be “a modern, sovereign state”. However, Russia remained critical of Nato's ongoing air campaign in Libya, saying the coalition now sought to topple the Gaddafi regime, instead of simply protecting civilians. NATO Secretary-General Anders Fogh Rasmussen defended Nato's position, saying that the alliance was operating in full accordance with the UN resolution on Libya. The Kremlin has also warned Nato against unilaterally building a defense shield in Eastern Europe.

Legal action against former IMF chief Dominique Strauss-Kahn by a French journalist who accuses him of attempted rape nine years ago is expected to be filed in Paris later today. France 24 quotes the lawyer for Tristane Banon saying she had described how Strauss-Kahn allegedly assaulted her when she interviewed him. He said the fact were “of an extreme gravity”. On his part, Strauss-Kahn has instructed his lawyers to file a counter action of false accusation. 

Globovision reports President Hugo Chavez of Venezuela has addressed thousands of jubilant supporters from the balcony of the presidential palace in Caracas following his return from Cuba, where he underwent emergency cancer surgery. Chavez first led the crowd in a robust rendition of Venezuela's national anthem, and then said he would win his health battle. He has said he would not be able to take part in celebrations to mark the 200th anniversary of Venezuela's independence from Spain today but would follow the parade from the presidential palace.

Bangkok Post says Yingluck Shinawatra, the sister of ousted former Thai prime minister Thaksin Shinawatra, has announced an agreement to form a five-party coalition government after her Pheu Thai Party won a landslide victory in Thailand’s parliamentary elections last weekend. Yingluck is set to become Thailand’s first female leader after her Pheu Thai Party had already won a majority of 265 seats in the 500-seat lower house of parliament. She announced an agreement that would boost her coalition to 299 seats.

Hague News reports former Bosnian Serb army general Ratko Mladic was removed from his war crimes trial in The Hague after he refused to cooperate with the judge. He shouted at presiding judge Alphons Orie as charges of genocide, crimes against humanity and war crimes were read out. Not guilty pleas were later entered on his behalf.

The Guardian says a lawyer representing the parents of a murdered British teenaged Milly Dowler has alleged that a private detective acting for the News of the World hacked into the mobile phone after she vanished nine years ago and deleted messages. News International said the development was of "great concern".  Politicians have expressed outrage at the conduct of the newspaper.

Hackers broke into the US Fox News political Twitter account and posted messages saying President Barack Obama had been assassinated. A series of six tweets coming from the FoxNewsPolitics account reported that Mr Obama had been shot to death in Iowa and the shooter was unknown. In a statement posted on its website later, Fox News called the tweets “malicious” and “false.” It said the hacking was being investigated.
