Former Police Deputy Commissioner Joe Cachia said today that all the members of the team investigating the John Dalli-Silvio Zammit case had agreed that there was enough evidence to start court proceedings against both persons.
Mr Cachia was speaking before the House Privileges Committee which is considering a complaint instituted by the Prime Minister against Opposition leader Simon Busuttil.
Dr Muscat had complained that he was offended when Dr Busuttil claimed that the government had interfered in police work when led to Mr Dalli not being arraigned.
Mr Cachia, who is now commander of the Police Academy, said that former Commissioner Rizzo had decided to carry out a fresh investigation following the findings by OLAF, the EU anti fraud agency on alleged trading in influence.
From the local investigation it was concluded that there was enough evidence to proceed in court against Silvio Zammit and John Dalli. The decision was taken by the entire investigating team.
Mr Cachia said that his active involvement ended in December 2012, just prior to the general election since at the end of January with the election date announced, he dedicated his time to election preparations.
He said that he never met the new Police Commissioner (Paul Zammit) to discuss the case. He said that the other members of the investigation team were re-assigned after April 2013 and he was re-assigned in the beginning of this year.
The Committee resolved to hear the testimony of Inspector Angelo Gafa in the next sitting in January.
