The PN is of the view that the management of the local wardens system should not be the sole prerogative of a centralised government. It is thus suggesting that local councils should retain some powers along with a specialized unit with the "cautious" involvement of the private sector.

Addressing a news conference at party headquarters, Opposition spokesman David Agius outlined the PN's position on the White Paper on local enforcement.

He said that the PN had consulted mayors and the party's college of councillors. The PN spokesman said that decisions such as where to deploy wardens and the number of hours should be decided by the democratically elected councils and not by a centralised government unit.

He added that further emphasis should be made on offences against the environment.

In addition he said that if there was a profit from the wardens system, this should  go to local councils.

Mr Agius said that the private sector should still be involved but to a lesser degree than at present. The wardens should be periodically rotated across different regions to minimise abuses.

The PN is proposing that the number of wardens should depend on the size of the localities and not be decided arbitrarily by a central committee. 

The PN is proposing that the centralised unit would be responsible to employ new wardens. Complaints, training and the work rosters would also fall in the remit of this unit. In addition it would also be responsible for another pool of wardens who would be required to carry out duties during one-off events rather than be assigned to a particular council. This unit would be composed of representatives of the government, local councils and the private sector.

Asked about the role of the private sector he said that the government should issue a call for any interested parties . He added that the system was viable and so he expected that the private sector to express interest.
