The Opposition is not losing sleep on Parliamentary procedure which will establish whether the Speaker will accept or block a parliamentary debate on two resignation motions.

Last Thursday, Labour Whip Joe Mizzi presented two adjournment motions calling for the immediate discussion of two pending motions for the resignation of Justice Minister Carmelo Mifsud Bonnici and of Malta's EU ambassador Richard Cachia Caruana.

The adjournment motions could come up for discussion next Monday but the process is not automatic.

Speaking during an interview on One Radio this morning, Dr Muscat said it was clear that the Parliamentary majority wanted the motions to be debated, the people would now see what state the country's democracy was in.

"Gonzi PN's hysteric reaction confirms that the government is cut off from the people and from Parliament. It is confirmation that the government is on its death bed, ready to do away with the basic principles of democracy. The Prime Minister can run but he cannot hide."

Dr Muscat said that what was happening now showed what a farce Prime Minister Lawrence Gonzi's solo race had been. It had been a futile exercise the only purpose of which was for the government to gain time.

The opposition's motions, Dr Muscat said, had been presented as a last resort and the Opposition told the government it was willing to reach an agreement with the government, an offer which remained open.

Dr Muscat also spoke on the PL's initiative on education, announced yesterday, through which the party was offering a guarantee that all 16-year-olds would be studying, training or working.

This initiative was one of a series the party was taking in several sectors and would form part of its electoral manifesto.

The Labour leader said that a new Labour government would use the country's resources more wisely and would not spend what it did not have.

Labour could not promise it would not borrow but it would set its priorities based on education, health and energy. These were issues which together affected competitiveness, the environment and standard of living. Labour would also involve the private sector in all it was doing.
