In Malta’s scenario where, sadly, the Executive at times treats citizens with insensitivity, nay arrogance, the “shield” provided by the Ombudsman is simply not enough (Ombudsman Expects Focus On His Reports, March 12). Aggressors hardly stop pounding: they never tire.

Of course we should trust the Ombudsman. We do. He consistently endeavours to “strengthen and guide the executive”. But it refuses to listen and heed. He certainly also needs to “confront” it: that’s where I disagree with the President.

Just one example – damages caused by Enemalta’s power surges nearly two years ago. It is now seven months since the Ombudsman recommended, inter alia, that “the Malta Resources Authority and Enemalta... review the complaints mechanism... for out-of-court settlement of disputes... If no agreement is reached on the quantum of damages, the matter should be referred to voluntary arbitration...” Not even a whiff from either the Malta Resources Authority or Enemalta. They don’t even bother to answer letters. Such an arrogant attitude surely justifies the Ombudsman becoming more than simply a shield for the citizenry.
