EU leaders have agreed that there should be a fair sharing of responsibility for immigration, Prime Minister Lawrence Gonzi said in Brussels at the end of a two-day summit this afternoon.

The commitment to fair sharing is included in the final document of the summit, along with another commitment to further strengthen the EU border control agency Frontex.

Migration was among the topics discussed by the EU leaders, who also discussed soaring power and food prices, although the dominant theme was the Irish referendum "no" to the Lisbon reform treaty.

Dr Gonzi was evasive when asked whether the government would be revising upwards the water and electricity tariffs.

He said the possibility was under consideration but no decisions had been taken. To date the oil prices spike has been partially compensated for through the surcharge on the ordinary tariff.

At the summit EU leaders ruled out intervening in the market by trimming fuel tax, an idea suggested by France and Italy.

The EU leaders gave their formal consent for the creation of a Union of the Mediterranean between EU member states and Mediterranean countries. The initiative is due to be launched next month.
