Opposition leader Joseph Muscat reiterates his promise that a Labour government will reduce water and electricity rates in an interview that will be carried in The Sunday Times tomorrow.

Dr Muscat says during the interview that whatever happens in the vote on the no confidence motion in the government on Thursday, this government is "unstable and unsustainable".

Labour, he says, is ready for an election and to govern.
