The Labour Party's electoral manifesto will clearly outline how, when and by how much utility bills will be reduced, party leader Joseph Muscat said.
Speaking during an interview on One Radio this afternoon he pledged that a Labour government will not wait till the last few months of its legislature to implement the promised changes.
He also said that the reduction in the water and electricity bills will not stop a Labour government from implementing positive Budget measures that will be announced tomorrow.
He insisted that his party was promising peace of mind by telling the public it would implement the positive measures announced in the Budget.
He criticised the way the Nationalist government handled the health sector which he described as a "total failure".
When it came to pills that were out of stock, for example, Government kept pointing a finger at the supplier. Dr Muscat said he could not understand why the government, which had the power to make changes, did not change its procurement system.
Turning to education he said a Labour government would work to rekindle the respect due to teachers – something that had faded away over the years.
