Updated - OHSA says all necessary precautions taken
A man caught last week operating a mechanical shovel while dangling from a crane was at it again this morning.

After the Times of Malta published photos of the man last week, an irked Operational Health and Safety Authority had issued a statement condemning the people who took the photos.
"It is deplorable that someone was so 'concerned' that rather than contacting the OHSA and informing us accordingly about the situation, he felt it more 'useful' to contact the media," Authority CEO Mark Gauci had said.
Dr Gauci had said that, had the OHSA been informed first, it could have stopped the works before they were completed.
No danger - OHSA
The OHSA CEO subsequently contacted Times of Malta to clarify that inspectors had in fact visited the site after the original set of photos were published last week.
Inspectors had ensured that the site adhered to health and safety regulations and spoken to the contractors in question, he said.
The roof in question was supported by upright beams, he said, and it had been examined and certified by an architect as being capable of taking the weight of the worker and equipment working on it. The contractor also took measures to prevent falls from height.
Today's work was done under the supervision of an architect who was present all the time, Dr Gauci said.
Dr Gauci explained that the crane winch visible in the photo was an additional measure the contractor had put in place over-and-above the safety precautions stipulated by law.
