One would undoubtedly be justified to express concern at the recent resignations in local councils. On the flip side, however, the resignations also prove that the system of governance which is currently in place is functioning properly. No one is above the law and all the legal instruments are now in place to ensure that illegal behaviour is nipped at the earliest possible stage. The new Whistleblower Bill is another positive step in this direction.
