Twenty-five EU Member States and two non-EU donors (Norway and Switzerland) have announced a total contribution of around €78.2 million to supplement the European Commission's Emergency Trust Fund of €1.8 billion. The money will be used to tackle migration by helping bring about stability and economic growth in countries of origin and transit.

The €1.8 billion will come from the EU budget and the European Development Fund. 

Malta's contribution, at €250,000, is among the highest per capita. Senior EU officials had been hoping that state contributions would match the outlay by the Commission but some countries made no pledges at all while pledges by some Balkan and Baltic countries are small.

The fund will mostly benefit the Sahel region and Lake Chad area, the Horn of Africa and the North of Africa.

Together, these regions encompass the major African migration routes to Europe.
