France, holder of the rotating European Union presideny, proposed a plan to end fighting in South Ossetia today which included a call for Russian and Georgian forces to retreat.

The plan called for "the re-establishment of the situation with prevailed previously in the area, implying the retreat of Russian and Georgian forces to their previous positions," the presidential office said in a statement.
